Cook mode ignores the decimal amount preference

Choosing decimal amounts (0.5) in Preferences, with the other display choices set to As written, still shows and scales amounts as fractions (1/2) in cook mode. Reported on 0.4.0 by a beta tester. This is separate from decimal commas being split on import: fixing stored amounts does not establish that the display preference is respected.
